Rocky Mountain House Council highlights from the regular meeting of Nov. 20, 2018.

Federal taxation of council remuneration

Councillors reviewed additional information related to elected official remuneration and federal income tax changes coming in January 2019. Council will consider an updated Mayor and Council Remuneration Policy at its Dec. 18 meeting, to adjust the federal legislative changes.

Regional Subdivision and Development Appeal Board

Council approved the Regional Subdivision and Development Appeal Board (SDAB) Bylaw 2018/34V, allowing the Town to participate in a regional SDAB as per the Municipal Government Act. The regional model ensures the Town will have trained and qualified SDAB members when required. One member from Rocky Mountain House would sit on any appeal that originates from the Town.

The bylaw will come into effect on Jan. 1, 2019.

Vehicular access to the North Saskatchewan River Park

Councillors reviewed a summary of a recent Traffic Impact Assessment at the North Saskatchewan River Park, completed by MPE Engineering Ltd.

As a condition of developing the NSRP, there was a requirement of the Town of Rocky Mountain House to attend to the current access off Hwy. 11A/RR 73B to ensure safe traffic movement for current and future traffic patterns. The consultant presented four options, but only two met Alberta Transportation standards. Any intersectional treatments would also have to comply with Clearwater County development permit requirements.

Councillors have asked administration to explore the proposed $1.3 million solution, and commence discussions with Clearwater County to gain input on its preferred option and a possible cost-sharing agreement.

Draft Tobacco Smoking Bylaw

After reviewing a first draft of a tobacco smoking bylaw, Councillors asked administration to develop a new bylaw combining regulations for smoking and vaping of both tobacco and cannabis. Cannabis Consumption Bylaw 2018/30V has been in place since Oct. 16, 2018. Tobacco smoking in town currently falls under provincial regulation.

The all-encompassing draft bylaw will return to council on Dec. 18.
