Council Code of Conduct

The public is entitled to expect the highest standards of conduct from the members that it elects to council for the Town of Rocky Mountain House.

Pursuant to section 146.1(1) of the Municipal Government Act (MGA), Council has established Council Code of Conduct Bylaw 2022/14. This code of conduct ensures that members of council share a common understanding of acceptable conduct extending beyond the legislative provisions of the MGA.

As of January 2023, the bylaw was updated to provide for members of the public to file formal complaints. This process is outlined in section 18 of the bylaw.

Following Council's consideration of the Code of Conduct complaint I move that Council post to the Town of Rocky Mountain House webpage the summary of the substantiated complaint under the heading "Code of Conduct Complaint" regarding breach of council closed session confidence received December 18, 2023.

FINDING: 
The investigator finds there is sufficient evidence to establish that the Mayor breached Section 9.1 of the Code by failing to keep in confidence matters discussed in private at the November 7th, 2023 Council meeting when she disclosed details of the closed session discussion to the Manager during their phone conversation. This allegation is substantiated.
